organiser l’Etat, le législateur a démembré l’Etat gabonais en 9 provinces,
44 départements et 50 communes. Chaque démembrement de la République
comporte des élus locaux (conseillers municipaux et départementaux) et
des élus nationaux (députés et sénateurs). Une incohérence existe cependant
dans le nombre d’élus de ces démembrements par rapport à la population qui y
réside. On retrouve à l’Assemblée Nationale des députés qui représentent 40
000 habitants siégeant avec des députés qui ne représentent que 300 habitants
avec la même voix délibérative. Cette incongruité est consacrée par la
loi n° 22/96 du 15 avril 1996 portant fixation et répartition des
sièges de députés par provinces, départements et communes.</span></p>

Au regard de ce tableau où l’on constate que la répartition du nombre d’élus
n’est pas équitable entre les provinces, on peut penser que ce déséquilibre
est dû à un découpage qui respecte la démographie de chaque région en
attribuant les sièges proportionnellement au nombre d’habitants de chacune
des provinces. Ce n’est pourtant pas le cas. En effet si on insère dans un
même tableau la population de chaque province du pays ainsi que le nombre de <a href="http://www.upg-gabon.org/index.php?option=com_content&view=article&id=90&Itemid=58" title="Les Députés de l'UPG"><span style="color: blue;">député </span></a>tel
que reparti ci-dessus, on se rend bien compte que la répartition du nombre de

On peut remarquer que 45,64% de la population du pays résidant dans la province
de l’estuaire élit 18 députés alors que 27,52% de la population regroupée
dans les provinces du Haut Ogooué, de la Ngounié et du Woleu Ntem est
représentée à l’Assemblée Nationale par 51 députés soit près de trois fois le
nombre d’élus de l’Estuaire pourtant plus nombreux. Ces incohérences posent
le problème de la légitimité d’un député par rapport à un autre. Le
même problème se retrouve également dans les collectivités locales.</span></p>

Le nombre de <a href="http://www.upg-gabon.org/index.php?option=com_content&view=article&id=47&Itemid=41" title="Les Conseillers municipaux et départementaux de l'UPG"><span style="color: blue;">conseillers municipaux et départementaux</span></a> d’une
circonscription à l’autre varie selon des critères difficiles à cerner. Il
est important de revoir également l’attribution des élus locaux d’une
circonscription à l’autre si on veut le conformer aux normes démographiques.
Le 3e arrondissement de Libreville ne compte que 17 conseillers pour une
population de plus de 100 000 habitants quand pour 20 000 habitants la ville
de Moanda en compte 33.</span></p>

Pour résoudre ces problèmes, l’Etat doit procéder à un redécoupage électoral
qui répond aux normes démographiques. Un tel découpage permettra de donner la
même valeur électorale à chaque député et permettra aussi de réduire
considérablement le nombre d’élus ce qui ne peut avoir que des effets
bénéfiques sur la réduction des charges annuelles de l’Etat.</span></p>
